You can spend 1 Nova point while not in Combat and while speaking to a group of people to convince them to take a course of action under the guise of it being in their best interest. The group does not take any action that knowingly puts them in obvious danger or go against beliefs they already hold. (Example: You can convince a group of people that are angry at the local government to march on the capitol building, not to jump off a cliff.)
